Work with local authorities
We work in partnership with local governments throughout New Zealand to help improve the flow of information to and from Pacific peoples in their communities, to improve their access to services offered locally and to ensure that they can contribute to regional issues and programmes that affect them.
This page describes some of the agreements we have with local government authorities, and some projects the Ministry undertakes on a regional basis with them.
Waitakere City Council
The Ministry has a Relationship Agreement with the Waitakere City
Council where work is under way to develop a Pacific Plan that will
identify and build targeted business, cultural and education
initiatives for its Pacific communities. www.waitakere.govt.nz
Manukau City Council
The Ministry is working with the Manukau City Council to complete a Memorandum of Understanding aimed at assisting each other in the provision of strategic advice and knowledge about Pacific communities in the area. www.manukau.govt.nz
Pacific Youth Financial Literacy Project in Manukau
The City of Manukau Education Trust (COMET) has been working with a number of organisations and representatives of the Pacific community in Manukau to lift the financial literacy levels of the 16-22-year-old age groups.
Auckland City Council
The Ministry has a Memorandum of Understanding with the Auckland
City Council. We are holding discussions with them to clarify and
develop action plans under this memorandum to inform future work that
will benefit Pacific peoples in the city.

The Tamaki Transformation Programme
This is a multi-agency programme led by Housing NZ Corporation, to create a mixed income quality urban housing community in the Tamaki area. The Ministry is providing key policy and communications advice across all work-streams throughout this comprehensive community renewal programme.
Auckland One Plan
The aim of the Auckland Regional Council's "One Plan" is to set a clear direction for achieving aspirations for sustainable development in the region. Read more>>
The Ministry is working with the Auckland Regional Council to develop policy perspectives, projects and action points on on issues of relevance to Pacific peoples, to ensure the Auckland One Plan Version 2 aligns with the strategic goals of both the Ministry and the Auckland Regional Council.
Auckland Regional Policy Statement (ARPS)
The ARPS is the Auckland Regional Council's statement about managing the use, development and protection of the natural and physical resources of the region. The Council is currently reviewing its ARPS.
The Ministry is working with the Council to ensure that the ARPS it develops highlights our aims of improving Pacific people’s economic
participation, enhancing their social wellbeing and cultural

Pacific Island Advisory Boards, Committees and Forums in Auckland
These advisory groups play an important part in the affairs and work of the local authorities in the wider Auckland region:
Auckland Central Pacific Board
Manukau City Pacific Island Advisory Committee
Waitakere City Pacific Board Inc
The North Shore City Council has a Memorandum of Understanding with the North Shore Pasifika Forum.
The Royal Commission on Auckland Governance
The Royal Commission on Auckland Governance was established by Government to investigate, and make recommendations on, local and regional government arrangements for the Auckland region in the future. It is an independent and politically neutral body.
The Commission has consulted with stakeholders, community organisations and ethnic groups as part of its investigations. The Ministry assisted in the process of consultation by co-ordinating the large meeting between Pacific Island community leaders and members of the Commission.
Canterbury District Health Board (CDHB)
The overall purpose of the Ministry's Agreement with the CDHB is to promote co-operation and collaboration between the Ministry and the Board to assist in achieving mutually-agreed health outcomes and priorities for Pacific communities.
Tasman-Marlborough Region
In Nelson and Marlborough, the Ministry is one of three signatories to a Protocol agreement. The other two are the Pacific communities in Nelson, and the Nelson-Marlborough District Health Board.
The Ministry works with local government agencies and Pacific community leaders to ensure that planning and
delivery of services for Pacific communities includes people from those communities and that mutual interests are achieved through co-operation.
Christchurch City Council (CCC) & Canterbury Development Corporation (CDC)
The Ministry has an agreement with the CCC and CDC. This Protocol
records the work we plan to undertake together to improve economic,
social and cultural outcomes for Pacific peoples in Christchurch City.
It includes encouraging full participation by Pacific peoples in
local initiatives and activities.
