have children 14 years and under living in the home
have a Community Service Card (in the name of the applicant, not a child's)
be living in a home built before January 2000
either rent privately or own their home (not a Housing NZ home)
live in West Auckland, Rodney or North Shore (eligible homes in West Auckland may be priorited)
