Tupu Ola Moui: The Pacific Health Chart Book Series 2025

Tupu Ola Moui: The Pacific Health Chart Book Series 2025

The Ministry for Pacific Peoples and the Ministry of Health have worked in partnership to produce the Tupu Ola Moui: Pacific Health Chart Book series (2025). This five-part series is a comprehensive and data-driven report providing an in-depth look at the health of Pacific peoples in New Zealand.

This publication is the third edition, following publications in 2004 and 2012, and serves as a tool for understanding the health needs and challenges faced by Pacific communities.

The 2025 series offers a clearer picture of the health needs, strengths, and challenges faced by Pacific communities, across population trends, workforce representation, social conditions, and health system experiences.

Tupu Ola Moui is designed to support the Government’s ongoing commitment to improving Pacific health outcomes, aligning with Te Mana Ola: The Pacific Health Strategy, and the Government Policy Statement (GPS) on Health.

Strengthening Pacific Health Monitoring

Developed in collaboration with Health NZ and community partners, this publication aims to provide a Pacific-led approach to health monitoring. It will support the Ministry of Health to track progress and measure improvements in Pacific health outcomes over time.

The five volumes of Tupu Ola Moui look at:

  • Volume 1: Pacific Population in New Zealand – Provides a comprehensive overview of the Pacific population, its growth, and cultural diversity.
  • Volume 2: Pacific Health Workforce – Focuses on the state of the Pacific health workforce, including the number of Pacific students graduating with health-related degrees and the barriers to increasing Pacific representation in healthcare professions.
  • Volume 3: Healthier Environments –Exploring the social determinants of health, including housing, education, and income.
  • Volume 4: Health System Part One – A detailed analysis of Pacific peoples' experiences with the health system and key health outcomes across their life course.
  • Volume 5: Health System Part Two – Extending the findings from Volume 4, delving further into health system interactions and outcomes.

Data and Methodology

A companion report, Tupu Ola Moui – Methodology and Data, outlines the approach used and provides access to the underlying data tables.

It is essential to view Pacific health through a distinctly Pacific lens, one that recognises the interconnectedness of people, families, communities, and the broader determinants of health. While the Tupu Ola Moui series provides clear and accessible descriptions of key health data, a deeper understanding requires us to consider the cultural, social, and historical contexts that shape Pacific health outcomes.

This broader perspective enables a more holistic interpretation that reflects the richness and complexity of Pacific worldviews. A key limitation of the series is that the data are not yet framed within a Pacific health framework that brings together these wider connections. Without this, the full story of Pacific health remains incomplete.

This series represents an important starting point, but it is not sufficient on its own. Further work is needed to embed Pacific knowledge systems, values, and lived experiences into the way health data is interpreted and used. Only then can we truly reflect the realities and aspirations of Pacific peoples.
