The Financial Capability Programme supports Pacific families and communities to strengthen financial literacy, improve money management skills, and explore pathways toward home ownership. It’s delivered in partnership with providers who understand Pacific values and lived experiences, offering practical support that helps people make informed financial decisions and plan for the future.
Between June 2021 and June 2024, the programme has supported 3,584 Pacific peoples to strengthen financial literacy, improve financial security, and build foundations for long-term housing stability. During this period, 361 families were able to purchase their own homes.

The programme focuses on areas of high need and aims to make support accessible and relevant to each community.
The Ministry is now seeking new providers to deliver the programme from 2025/26 to 2027/28 through an open tender process. This process will help us find organisations that are well connected to Pacific communities and can deliver services that support participants into financial stability and home ownership.
