The Pacific Aotearoa Community Outreach Fund - Delta response - has now closed

The Pacific Aotearoa Community Outreach Fund - Delta response - was established in 2021 to enable more frequent and responsive engagements between government and Pacific communities to keep Pacific peoples informed and supported in the transition to the COVID-19 Protection Framework (traffic lights).

Applicants were able to apply for funding by submitting a costed proposal up to $30,000. Submissions for the first round of Pacific Aotearoa Community Outreach funding - Delta response - closed on 28 January 2022 and the successful recipients are listed below. 

About the fund

The Pacific Aotearoa Community Outreach Fund - Delta Response - aimed to increase engagements across Government to ensure support into hard-to-reach Pacific cohorts and build capacity to deliver increased engagements without placing additional burden on current resources. 

The objectives of the fund were to:

  • Educate and increase preparedness of Pacific communities on new COVID-19 health measures such as the new COVID-19 Protection Framework (traffic lights). 
  • Create community awareness of vaccinations, vaccine passes and certificates.
  • Keep Pacific peoples safe against COVID-19 and prepared through community readiness and support to tackle new variants.

Applicants could apply by submitting a costed proposal up to $30,000.

The first round of Pacific Aotearoa Community Outreach Fund - Delta Response - closed at 5pm on Friday 28 January, 2022. 

The next round of Pacific Aotearoa Community Outreach Fund - Omicron Response - opened on 21 March 2022 and closed at 5pm on Thursday, 30 June, 2022.

To be eligible, applicants must: 

  • Be a citizen or permanent resident of New Zealand. 
  • Be of Pacific descent, or serve a Pacific audience 
  • Represent an unregistered or registered group. 
  • Represent a Pacific owned and operated group or organisation. 
  • Be able to deliver an initiative targeted at Pacific communities within the timeframe  

The Pacific Aotearoa Community Outreach Fund - Delta Response - was available for initiatives that:

  • Aligned withMPP’s Lalanga Fou Goal's 2, 3 and 4 
  • Were targeted at Pacific communities 
  • Could be delivered successfully by June 2022 
  • Educated and increased preparedness of Pacific communities on new COVID-19 health measures such as the new COVID-19 Protection Framework (traffic lights)
  • Created community awareness of vaccinations, vaccine passes and certificates and support the community to obtain vaccine passes and certificates
  • Kept Pacific peoples safe and prepared through community readiness
  • Created community awareness of vaccinations, vaccination passes and certificates 
  • Supported or ran vaccination events to support Pacific vaccination
  • Provided Pacific communities with correct health information from trusted sources  
  • Helped Pacific communities to understand the support that they can access  
  • Provided digital skills support, readiness, and/or training   
  • Ran Talanoa about health and wellbeing
  • Hired vehicles and transport for attendance at vaccination events 
  • Provided incentives (a maximum amount applied) 
  • Provided media-based initiatives such as but not limited to: radio programmes, cartoons and blogs

All initiatives funded had to follow Government COVID-19 health measures for gatherings and social distancing when required. Applicants were asked to consider alternative ways to run their programmes, such as online where possible.

The Pacific Aotearoa Community Outreach Fund - Delta Response - was not available for:

  • Initiatives that only benefited or supported one individual
  • For-profit activities 
  • Initiatives that were not aligned with the priorities of this fund
  • Work that had already been completed  
  • Initiatives that were the general responsibility of other sectors (such as school and tertiary- based programmes which are the primary responsibility of the Ministry of Education, NZQA and TEC) 
  • Food, food banks or food rescue 
  • Initiatives and activities delivered solely overseas including the New Zealand realm countries 
  • Wages, salaries, infrastructure, fixed assets, travel, and capital expenditure. Note, applicants were able to use grants to purchase or hire relevant equipment, such as sound or video recording devices, and provide small amounts of koha to facilitators 
  • Debt repayment or debt servicing 

Successful fund recipients will be asked to complete a milestone progress and final accountability report for their initiative that will include:  

  • Evidence of (progress towards) the achievement of their initiative's outcomes  
  • Community impact and reach of the initiative 
  • Lessons learned from their work 
  • How their funds were spent 

Reporting templates will be provided to successful applicants.
